SETIAUSAHA Tetap (Perancangan, Guna Tanah dan Alam Sekitar), Kementerian Pembangunan, Dayang Dr. Nor Imtihan binti Haji Abdul Razak semasa sesi webinar anjuran Negara Brunei Darussalam di bawah program ASEAN Mineral Cooperation Action Plan bagi ASEAN Senior Official Meeting on Mineral (ASOMM).

BANDAR SERI BEGAWAN, Isnin, 24 Mei. – Sesi webinar bertajuk 'Efficient Green Mining Technology and Practices for Sustainable Mineral Resource Development in ASEAN' diadakan secara fizikal dan maya selama dua hari iaitu pada 24 dan 25 Mei 2021 bertempat di Pusat Persidangan Antarabangsa, Berakas.

Sesi webinar ini dianjurkan oleh Negara Brunei Darussalam di bawah program ASEAN Mineral Cooperation Action Plan bagi ASEAN Senior Official Meeting on Mineral (ASOMM) dan dibiayai oleh ASEAN Plus Three Cooperation Fund (APTCF).

Setiausaha Tetap (Perancangan, Guna Tanah dan Alam Sekitar), Kementerian Pembangunan, Dr. Dayang Nor Imtihan binti Haji Abdul Razak, hadir selaku tetamu kehormat majlis dan merasmikan pembukaan sesi webinar berkenaan.

Dalam ucapannya, Dr. Dayang Nor Imtihan menekankan akan kepentingan dan peranan yang dimainkan oleh pelbagai agensi tidak kira pihak kerajaan, semi kerajaan mahupun sektor swasta dalam mendokong usaha sama ke arah kemajuan lestari khususnya dalam bidang perlombongan melalui kesefahaman dan kerjasama bersepadu.

Tambahnya lagi, sesi webinar ini merupakan salah satu usaha yang sangat penting dalam menyampaikan apa jua inisiatif dan perancangan agensi-agensi berkaitan dalam bidang perlombongan serantau dan antarabangsa termasuk amalan terbaik serta perkongsian ilmu pengetahuan bagi kebaikan bersama dan masa depan.

Beliau seterusnya menjelaskan bahawa, dalam usaha ke arah menangani COVID-19 telah memberikan platform bagi rantau ASEAN dan antarabangsa untuk mempelajari dan mengadaptasi serta memperkasakan kaedah-kaedah lain dalam mencapai kelestarian di pelbagai bidang melalui kesefahaman dan kerjasama, terutamanya bagi sektor swasta sebagai salah satu pemacu utama dalam mencapai tujuan bersama.

Sesi webinar ini mengumpulkan pakar-pakar dari dalam dan luar negara yang menyampaikan tajuk-tajuk bekaitan tema dengan penekanan kepada aktiviti-aktiviti perlombongan lestari dan hijau dari perspektif pengalaman dan amalan terbaik negara-negara yang sudah kehadapan dalam bidang yang sama.

Webinar ini turut disertai oleh wakil-wakil yang dijemput dari negara-negara ahli ASEAN, ASEAN +3 (Republik Rakyat China, Jepun dan Republik Korea), Sekretariat ASEAN, organisasi-organisasi antarabangsa (CAMCF, JOGMEC dan CCOP), peserta-peserta mewakili Kementerian dan Jabatan, akademik dan juga syarikat-syarikat perlombongan.

The Permanent Secretary (Planning, Land-Use and Environment) at the Ministry of Development, Dr. Nor Imtihan binti Haji Abdul Razak at International Convention Centre (ICC), delivering the opening remarks.

Organised by the Ministry of Development, Brunei Darussalam under the ASEAN Mineral Cooperation Action Plan (AMCAP) programme for the ASEAN Senior’s Official Meeting in Minerals (ASSOM), the webinar was held both physically and virtually (via Zoom), at the International Convention Centre (ICC) on the 24-25 May 2021. It is funded by the ASEAN Plus Three Cooperation Fund (APTCF).

A total of seven speakers from different background and level of expertise covering topics such as the Green Mine Reclamation Technology by Dr. Sunbaek Bang of the Mines Reclamation Corporation (MIRECO), Republic of Korea, Mineral Exploration in Development Minerals in Brunei for Sustainable Development by Mr. Afiq Aiman bin Jaya from the Ministry of Development, Brunei Darussalam, Sustainable Sourcing of Sand and Aggregates by Professor Daniel Franks of the University of Queensland (UQ) from Australia, Implementation of the New EU Taxonomy Regulation to Green Mining and an example of Green Mining Remediation Using Low Cost Minerals by Dr. Basilios Tsikouras from Universiti Brunei Darussalam, Recent Researches for Green and Sustainable Management in Legacy Mines in Japan by Dr. Tetsuo Yashitaka and Yuichi Iwasaki of the Geological Survey of Japan, Japan and lastly, Green Mining Construction in China by  Ms. Chen Li Ping from the Chinese Academy of Natural Resources Economics, the People’s Republic of China.

The online participants consisting of participants from regional and international.

The webinar was officiated by Dr. Nor Imtihan binti Haji Abdul Razak, the Permanent Secretary (Planning, Land-Use and Environment) at the Ministry of Development. The webinar was attended both via online and physical by 100 local participants and about 33 international and regional representatives and participants from ASEAN member countries; ASEAN +3 (China, Japan, Korea); the ASEAN Secretariat; international organisations such as CAMCF, JOGMEC and CCOP; and participants from ministries, academics, and mining companies.

The objective of the webinar is to share knowledge and experience on the development/adoption of efficient green technologies in extraction and processing of minerals among ASEAN Member States; and, to explore collaborative efforts/initiatives in the green technologies in the mining sector among the ASEAN+3 Countries and lastly to gain knowledge and experience on the development/adoption of green technologies in the extraction and processing of minerals in the western countries.

The topics covered have highlighted on mitigation of mining hazards such as contamination causing chemical damages to land causing acid mine drainages (AMD). Countries like the Republic of Korea have success stories in mitigating mining hazards via ‘passive treatment’ systems as an example of green mining technology and mine-reclamation. Countries like Australia and Brunei Darussalam have highlighted on the mining of sustainable development minerals, sourcing local minerals for the use of construction and development. By locally sourcing local minerals with proper planning and balancing the impact towards the environment; in the long run have lower carbon footprint as opposed to importing the construction minerals from other countries. Other topics highlights policies from the European countries, such as the EU Taxonomy and green initiatives in the EU and other recent research works on green mining technologies used by Japan as well as the People’s Republic of China.

The feedback from the participants were that they were satisfied by the content, experts chosen and usefulness. Suggestions from the participants were that they would like to see more experts from the EU, USA and South Africa and to have more interactive engagements.

Overall, the objectives of the webinar have met its objectives and was reported by the Brunei ASOMM Delegates during the 8th ASEAN Ministerial Meeting in Minerals on the 8 October 2021 via online.
